1 Purpose
This document establishes governance requirements for Standards System Charter within the defined Good Taste Awards standards system.
2 Scope
This document applies to the requirements, decisions, records, controls, and outputs expressly identified under Standards System Charter. Award scope and exclusions are defined by GTA-STD-100; this document shall not create an additional award dimension. Operational prerequisites identified here affect assessment validity and never constitute product certification.
3 Authority and interpretation
The Standards Authority owns GTA-GOV-001; the Standards Authority approves it. formal verbs, defined terms, stable requirement identities, policy constants, and generated representations shall be interpreted under GTA-GOV-002, GTA-GOV-005, and the defined registers.

4 Requirements
GTA-GOV-001-R001 — System authority
The Standards Authority shall establish the Standards Authority as the approval and interpretation authority for the defined system.
GTA-GOV-001-R002 — Method authority
The Standards Authority shall assign the assessment construct and decision method to the Method Authority.
GTA-GOV-001-R003 — Document hierarchy
The Standards Authority shall resolve governing, formal, implementing, evidential, and generated content through declared authority.
GTA-GOV-001-R004 — Role architecture
The Standards Authority shall use only defined roles and enforce object-level separation of incompatible duties.
GTA-GOV-001-R005 — Independence
The Standards Authority shall protect standards and results from entrant, assessor, sponsor, commercial, and publication influence.
GTA-GOV-001-R006 — Evidence
The Standards Authority shall require attributable and reconstructable records for every material approval and interpretation.
GTA-GOV-001-R007 — Oversight
The Standards Authority shall review conformity, incidents, corrections, access, and public meaning without managing award rates.
GTA-GOV-001-R008 — Enforcement
The Standards Authority shall hold or withdraw authority where a critical requirement is not satisfied.

The same person may hold compatible roles. Combination shall be recorded for the affected object. No combination may defeat a mandatory separation, disclose restricted identity to an assessor, or allow a person to independently review evidence that person created or altered.
6 Conformity and records
Conformity with Standards System Charter requires evidence comprising the source evidence, defined decision, accountable role, and independent or automated verification. The record for each applicable GTA-GOV-001 requirement shall permit reconstruction without relying on an unrecorded explanation.
Evidence created under GTA-GOV-001 shall use stable identifiers, immutable event sequence numbers, and machine event timestamps. A correction shall be append-only. A nonconformity shall place the affected object in a non-releasable state until its consequence and confirmed disposition are recorded. Role combination remains subject to the mandatory separation rules.
