1 Purpose
This document establishes governance requirements for Standards Drafting and formal Language Rules within the defined Good Taste Awards standards system.
2 Scope
This document applies to the requirements, decisions, records, controls, and outputs expressly identified under Standards Drafting and formal Language Rules. Award scope and exclusions are defined by GTA-STD-100; this document shall not create an additional award dimension. Operational prerequisites identified here affect assessment validity and never constitute product certification.
3 Authority and interpretation
The Standards Authority owns GTA-GOV-002; the Standards Authority approves it. formal verbs, defined terms, stable requirement identities, policy constants, and generated representations shall be interpreted under GTA-GOV-002, GTA-GOV-005, and the defined registers.

4 Requirements
GTA-GOV-002-R001 — formal verbs
The Standards Authority shall reserve shall, shall not, should, may, and can for their defined meanings.
GTA-GOV-002-R002 — Clause construction
The Standards Authority shall identify the actor, action, object, condition, evidence, and failure effect of every material requirement.
GTA-GOV-002-R003 — Requirement identity
The Standards Authority shall assign an immutable requirement identifier that survives editorial renumbering.
GTA-GOV-002-R004 — Single-source drafting
The Standards Authority shall state a rule once and use defined references or generated projections elsewhere.
GTA-GOV-002-R005 — Terminology
The Standards Authority shall use the preferred term and exact capitalization registered for each defined concept and role.
GTA-GOV-002-R006 — Precision
The Standards Authority shall replace vague actors, subjective qualifiers, hidden discretion, and promotional language with testable provisions.
GTA-GOV-002-R007 — Tables and formulas
The Standards Authority shall define units, boundaries, null handling, rounding, and precedence for each scheduled value or expression.
GTA-GOV-002-R008 — Informative content
The Standards Authority shall mark explanations and examples so they cannot be mistaken for requirements.
GTA-GOV-002-R009 — Editorial quality
The Standards Authority shall apply one defined international-English style without mixed spelling or mechanical filler.

A material requirement shall state one defined actor and one testable action. Conditions, exceptions, evidence, and nonconformity consequences shall be located in the same requirement or in one exact defined reference. Words such as adequate, appropriate, reasonable, normal, promptly, sufficient, relevant, and where possible shall not be used unless a measurable rule or named decision authority gives them a determinate meaning.

A table, formula, field rule, or state diagram has the same formal force as its containing clause unless explicitly identified as informative. A note or example shall not contain an unregistered obligation. Defined terms shall be used in their registered form; a convenient synonym shall not silently create a second concept.
7 Editorial acceptance matrix
Before approval, the Standards Authority shall verify scope uniqueness, requirement identity, actor control, terminology, numeric-source authority, table completeness, reference resolution, role separation, visibility, public meaning, and machine serialization. The review shall reject duplicated rules, orphan requirements, conflicting constants, hidden discretion, promotional assertion, mechanical filler, unexplained acronym, mixed spelling, broken hierarchy, and a statement that cannot be converted into an objective check.
An editorial change may improve grammar, navigation, or accessibility only where it preserves actor, obligation, condition, parameter, evidence, consequence, and public meaning. A change to any of those elements is semantic and shall follow defined impact analysis and approval.
8 Conformity and records
Conformity with Standards Drafting and formal Language Rules requires evidence comprising the source evidence, defined decision, accountable role, and independent or automated verification. The record for each applicable GTA-GOV-002 requirement shall permit reconstruction without relying on an unrecorded explanation.
Evidence created under GTA-GOV-002 shall use stable identifiers, immutable event sequence numbers, and machine event timestamps. A correction shall be append-only. A nonconformity shall place the affected object in a non-releasable state until its consequence and confirmed disposition are recorded. Role combination remains subject to the mandatory separation rules.
