|---|---|---|---|---|
| Initial | 8 | 5 | 2 | 3 |
| First progressed | 12 | 7 | 3 | 5 |

A Panel Lead response is valid only where the individual is separately eligible, conflict-cleared, assigned to exactly one composition track before service, and completion-locked before facilitation begins. The Panel Lead shall not prepare or serve that product, control its blind identity, authorize its result, or independently review the same evidence. Category-professional status is recorded as qualification scope under the professional-assessor track.
6 Target-population classification

|---|---|
| Permitted classes | broad_potential_consumers, category_relevant_consumers, specialized_use_consumers |
| Required definition fields | product_category, consumption_possibility, familiarity_requirement_or_permitted_unfamiliarity, use_context, material_participation_restrictions, interpretation_boundary |
| Prohibited selection bases | desired_score, entrant_preference, brand_loyalty, commercial_importance, professional_status_alone |

7 Conformity and records
Conformity with Assessor Eligibility and Panel Composition Schedule requires evidence comprising the source evidence, defined decision, accountable role, and independent or automated verification. The record for each applicable GTA-SCH-401 requirement shall permit reconstruction without relying on an unrecorded explanation.
Evidence created under GTA-SCH-401 shall use stable identifiers, immutable event sequence numbers, and machine event timestamps. A correction shall be append-only. A nonconformity shall place the affected object in a non-releasable state until its consequence and confirmed disposition are recorded. Role combination remains subject to the mandatory separation rules.
